Description
NASA DFRC plans to issue a Request for Offer (RFO) for pressure regulators for the feed system for NASA's Propulsion Flight Test Fixture (PFTF). The PFTF is designed to test advanced air-breathing propulsion devices at sub-sonic, trans-sonic and super-sonic speeds. The feed system for the PFTF will supply two propellants to the experiment, gaseous oxygen (GOx) and Methane (CH4). The two consumables will be "blown down" from tanks located in the PFTF to the experiment combustion chamber. The system will operate by opening the valves and the tanks will be evacuated until they reach near ambient pressures. Offerors will be expected to provide feed systems for each propellant. Offeror's will be required to propose a delivery schedule. The Government intends to acquire a commercial item using FAR Part 12. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 332912 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All qualified responsible business sources may submit an offer which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. The anticipated release date of the RFO is on or about February 28, 2002 with an anticipated due date for receipt of proposals to the RFO on or about March 20, 2002. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
