- Description
- NASA/MSFC plans to issue a Request for Proposal (RFP)for the development of enhanced Ideal Real Fluids Model for the Finite Difference Navier Stokes (FDNS) Computational Fluid Dynamics(CFD) Code to accomplish the insight/oversight role in support of 2nd Gen combustion devices concepts. NASA/MSFC intends to purchase the items from the University of Alabama in Birmingham (UAB)via Dr. Gary Cheng. The Authority for Other Than Full and Open Competition is FAR 6.302-1, which implements the authority for 10 U.S.C. 2304(c)(1). Competition is impractical because Dr. Cheng has unique expertise and is intimately familiarity with the code. Dr. Cheng developed the initial model and thus he is uniquely qualified. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on March 12, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
