Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is set aside for small business; all responsible sources may submit an offer. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation Number M6786502T0014 applies and is issued as a Request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45 and Defense Acquisition Circular 91-18. The Standard industrial code is 3648 and the size standard is 500 employees. The agency need is for a Studio professional lighting Grid system. This system is used to light the studio and provide a video backd rop for video imagery acquisition support of multi-media and video production capabilities in support of the Commanders Access Channel #44 at MCAS Miramar, bldg. 8656, and tenant commands. The contractor will provide all necessary labor, materials, and equipment required installing lighting Grid System. The contractor will provide at a minimum but not limited to the following equipment: One lighting grid 30' x 34' schedule 40 black pipe; Six pipe mount distribution boxes; One SR24 AF dimmer rack with twelve D20AF dual 20 amp dimmer modules, twelve air flow modules and locking door with filter; One Express 24/48 control console with 14" VGA monitor; One 9' H x 48' W chroma blue Cyclorama, with 105' horseshoe style curved traveler track. Offror shall include a completed copy of provision 52.212-3, Offeror Representations and Certifications-commercial items, with its offers. Th e following clauses are applicable to this acquisition, 52.212-4, contract terms and conditions-commercial items,52.212-5, contract terms and conditions required to implement statutes or Executive Orders-commercial items, applies to this acquisition. The following additional FAR clauses cited are applicable to this acquisition and are cited by reference;52.203-6, Restrictions Subcontractor Sales to the Government,with Alternate I;52.219-8 Utilization of small Business Concerns;52.219-14, Limitations on Subcontracting; 52.222-26,Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled Veterans and Veterans of the Vietnam Era; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. The following Defense Federal Acquisition Regulations Supplement (DFARS)Clause and Provisions apply to this acquisition: Offerors shall include a completed copy of provision 252.212-7000, offerors representations and certifications-commercial Items, 252.225-7001, Buy American Act and Balance of Payments program; 252.225-7012, Preference for Certain domestic commodities. Each offeror shall review the preceding clauses and provisions incorporated by reference, and return a completed copy of FAR 52.212-3 and DFARS 252.212-7000 along with its offer. Copies of its Commercial and Government Entity (CAGE) CODE, DATA UNIVERSAL NUMBERING SYSTEM, (DUNS) and Tax Identification Number. The Government will award a contract to the responsible offeror whose offer will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Approach, Past performance, Delivery time and Price. Price and Technical Approach, when combined, are Equal.
