?Sources Sought Synopsis.? The Atlantic Test Range (ATR) onboard the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, is seeking eligible business firms (large or small) capable of providing and/or designing a Wideband Passive Ferrite Circulator (WPFC) required to conduct tests at specification test conditions. The ATR is responsible for conducting in-flight test and evaluation of military and DOD aircraft radar cross-section. The purpose of this Sources Sought synopsis is to determine if the technology already exists to meet this requirement (e.g., commercial off-the-shelf) or whether the requirement is feasible and, if so, the approximate delivery time and costs of designing and producing the item. No contract award is currently contemplated. Based on a review of industry response to this Sources Sought synopsis, the Government will decide whether to conduct a procurement for this requirement and whether to set such procurement aside for small business participation only. The appropriate NAICS is 334419. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. GENERAL DESCRIPTION OF REQUIREMENT: The WPFC shall be capable of providing transmitter and receiver connectivity to a single coaxial transmission line terminated in a single wideband parabolic antenna. The WPFC shall have three ports with type N connectors and shall provide isolation and low loss transmission over the frequency range of 700 MHz to 1900 MHz. There shall be three ports with identical bandwidths, VSWR and power ratings. The WPFC shall be capable of withstanding an incident RF power level of 2000-Watts peak and an average power level of 120 Watts. The WPFC shall be air-cooled and operate over a temperature range of 0 to 50 deg. C. The WPFC shall provide reverse isolation of 17 dB minimum and a maximum forward insertion loss of 1 dB. The VSWR seen by the load at any port shall be no greater than 1.33. For planning purposes, the location of performance for the installation portion of any contract resulting from this action will be on-site at NAWCAD ATR, Building 2118, Patuxent River, MD. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating capability to design, fabricate, and install the WPFC. The capability statement must address the size status of the firm (to assist in making a determination whether to set the procurement aside) and provide a point of contact and telephone number, as well as an electronic mail (e-mail) address for the point of contact.
