Description
17. The Naval Air Warfare Center Aircraft Division (NAWCAD) is seeking potential sources, which can provide rotary wing test pilot support for NAWCAD acquisition, development test, evaluation, and acceptance of aviation training devices and simulators and test pilot support for the development, test and evaluation of the H-60 and H-3 aircraft and aircraft systems. This support includes the evaluation of emergency procedures trainers (EPT), flight instrument trainers (FIT), Operational flight trainers (OFT), and weapon systems trainer (WST). The support includes evaluating the airframe, airframe system, mission system, flight and aerodynamic system flight fidelity as well as evaluating the computer operating system, motion system, visual system, and control loading system. Additionally, NAWCAD is tasked with providing engineering and technical support for the development, test, and evaluation of the H-60 and H-3 aircraft and aircraft systems. The senior test pilot must be a graduate of the United States Naval Test Pilot School (USNTPS) Rotary Wing Flight Mechanics curriculum or equivalent curriculum at a military test pilot school. A FAA Commercial Pilot Certificate with Rotorcraft-Helicopter and Instrument Helicopter ratings and FAA 2nd Class Medical Certificate is required. The Senior Test Pilot shall have no less than fifteen years of test pilot experience and be a qualified H-60, H-2, and H-3 helicopter commander (HAC). Three thousand rotary wing aircraft flight hours are required, including flight time in the H-60A/B/F/H/J/L/N/R/S, and/or H-3A/D/H. Night Vision Device (NVD)/Night Vision Goggle (NVG) Phase III qualified. Experience shall include review of simulator documentation including specifications, SOW, MMR, TCR, TTPRR, providing technical analysis of issued presented at SRR, PDR, CDR, and DWG, conduct of simulator evaluations including DT, QE, GPI, and GFI and planning, conducting, and reporting helicopter performance, flying qualities, and mission system test programs. The Test Pilot must be USNTPS Rotary Wing Flight mechanics curriculum or equivalent at a military test pilot school. A FAA Commercial Pilot Certificate with Rotorcraft-Helicopter and Instrument Helicopter ratings and FAA 2nd Class Medical Certificate is required. The Test Pilot shall have no less than five years test pilot experience and be a qualified H-60 and H-3 HAC. Two thousand rotary wing flight hours are required. Experience in planning. Conducting, and reporting helicopter flight and ground test programs and coordinating test facilities and assets, identifying test instrumentation requirements, evaluating, interpreting test data, conduct briefings, and preparing conclusions and recommendations based on test results. The Pilot must have a required license of a FAA Commercial Pilot Certificate with Rotorcraft-Helicopter and Instrument Helicopter ratings and FAA 2nd Class Medical Certificate. The Pilot shall have no less than five years pilot experience and be a qualified H-60 HAC. One thousand rotary wing flight hours. Experience in pilot support for operational, administrative and training flights. This need requires a one-year period of performance with options for four additional years. Sources shall indicate whether they are a HUBZone, small, small disadvantage, 8 (a) or large business using the North American Industry Classification System code is 541330 ($23.0 million). No solicitation currently exists therefore do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in the FEDBIZ Opps. This synopsis is for informational and planning purposes only, and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Respondents will not be contacted regarding there submission or information gathered as a result of this notice. Respondents will not be notified about the outcome of the Government?s review of the solicited information. Failure to respond to this sources sought synopsis will not limit a potential offeror?s ability to respond to a solicitation at a later date.
