- Description
- Notice of intent to negotiate a sole source contract with Western EcoSystems Technology Inc. (WEST) for the National Marine Fisheries Service/Protected Resources Division (PRD). Purpose of proposed contract is for statistical design for by-catch of marine mammals and analysis of marine observer program data in Juneau, Alaska. Proposed vendor possesses unique qualifications and experience on multivariate analysis and design of field studies. WEST possesses a staff with unique mix of biometricians, biologists, and mathematicians with extensive list of publications in scientific journals. All work will be performed by scientists with master's or PhD in statistics or mathematics with experience in applying those fields to studies involving assessing fisheries interaction and marine mammal populations.
