Description
The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Perkin-Elmer Optoelectronics for a quantity of 11 Perkin-Elmer #30919E-956E silicon avalanche-photodiode detectors for the use in the NIST designed pulsed-laser radiometers. These photo detectors have been discontinued by the manufacturer and are available in new condition for a limited time. The photo detectors must meet the following technical specifications: wavelength response out to 1060 nanometers; minimum sensitivity of +1.1 x 105 Volts/Watt at 1060 nanometers; minimum electrical bandwidth of 45 MHz (typical 50MHz); rise and fall times <5.5 ns; minimum active-area of 2.5 mm diameter, maximum of 3 mm; have temperature compensation circuit for bias voltage; infrared silicon avalanche-photodiode (APD) with a current-to-voltage preamplifier contained in a hermetically sealed package with dimensions of 0.960 inches diameter and a thickness of 0.250 inches to fit the existing mounting structure. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
