- The National Institute of Standards and Technology (NIST) has a requirement for the construction of an Office of Law Enforcement Standards (OLES) Research Facility. The OLES Research Facility will be housed in Building 231, located on the NIST campus in Gaithersburg, Maryland. The facility shall consist of laboratory space, a research ballistic range, and office space. The work will include a variety of trades such as, but not limited, to: demolition, concrete work, steel erection, carpentry, painting, HVAC work, plumbing, fire protection, and electrical power and signal. A detailed specification will be issued with the solicitation. The contract period of performance is 150 days after receipt of Notice To Proceed. The magnitude of construction is anticipated to be between $500,000 and $1M. This procurement is 100% set aside for small business (NAICS 233320, SIC 1542 and $27.5M). Contract award will be made using the negotiated procurement method and award will be made on the basis of the best value to the Government with price, technical and past performance factors considered. The solicitation, solicitation amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizops.gov/. The solicitation is anticipated for release to the vendor community on or about January 25, 2002 and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation available, telephone requests will not be honored, and no bidders list will be maintained.
