- Description
- The Contracting Officer, Shasta-Trinity National Forest, 2400 Washington Avenue, Redding, CA 96001 announces that SF-254?s and SF-255?s are being requested from interested firms for SURVEYING AND MAPPING SERVICES. PROJECT: The project shall result in filling actual requirements for the specified services under a firm fixed price contract for a base year plus two option years. Typical types of services to be provided may include cadastral surveys, geodetic surveys, engineering surveys, ground control for aerial mapping, GPS surveys, vertical control, area location and delineation, establishing or re-establishing spatial reference points, office computations and drafting services. LOCATION: The location could be in one of the several National Forests in Northern California including the Klamath, Mendocino, Six Rivers, Shasta-Trinity, Modoc, Lassen and Plumas National Forests. Work may be performed in the following counties: Siskiyou, Modoc, Lassen, Shasta, Trinity, Humboldt, Mendocino, Tehama, Glenn, Colusa, and Butte County. CONTRACT TIME: Contract time will be determined at the time that specific tasks are assigned to the Contractor. QUALIFYING FIRMS: Firms having experience in the above type work should respond if interested. Firms having a current (2001) SF-254 on file with the Shasta-Trinity National Forest, 2400 Washington Avenue, Redding, CA 96001 need not file again, but must submit a completed SF-255 by April 8, 2002 to the Shasta-Trinity National Forest. All other firms should also complete the SF-254. EVALUATION OF FIRMS: IN EVALUATING FIRMS, THE FOLLOWING EVALUATION CRITERIA WILL BE APPLIED, LISTED IN DESCENDING ORDER OF IMPORTANCE: (1) Specialized experience and technical competence in the type of work required. For cadastral surveys the specialized experience and technical competence includes a thorough knowledge of the Public Lands Survey System (PLSS); (2) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (3) Capacity to accomplish the work in the required time; (4) Location in the general geographical area and knowledge of the locality of the projects; (5) Availability of additional Contractor personnel or consultants to support expansion or acceleration of the project; (6) Professional qualifications necessary for satisfactory performance of the required services; (7) The volume of work previously awarded by the Forest Service will be evaluated with the objective of effecting an equitable distribution of the contracts among qualified A & E firms, including minority, 8(a), or small disadvantaged firms that have not had prior Forest Service contracts; and (8) Additional points may be assigned or credit given to potential contractors that are or will subcontract with certified 8(a) or other small disadvantaged businesses. This last procedure will be allowed until units have met their small business goals. In order to receive maximum consideration, interested firms should address the evaluation criteria individually and in as much detail as possible.
