N00421-02-R-3015 FEDBIZOPPS SYNOPSIS ENGINEERING, LOGISTICS, AND PROJECT ANALYSIS SERVICES IN SUPPORT OF AIR TRAFFIC CONTROL AND LANDING SYSTEMS (ATC&LS). R- The Naval Air Warfare Center Aircraft Division, Code 4.5.8.2, St. Inigoes, MD has identified a requirement for engineering and technical services in support of Air Traffic Control and Landing Systems (ATC&LS). Required services will include design, integration, test, evaluation, and maintenance of Navy ATC&LS. Specifically the required support will include, but is not limited to, the following taskings (1) Integrated Logistics Support, (2) System Configuration Management, (3) Systems Installation and Design Specifications, (4) Technical Manuals, Installation Control Drawings (ICDs) and Engineering Drawings, (5) Equipment Engineering Change Proposals (ECPs) and Field Changes (FCs), (6) System Certification, Technical Assistance and Training, (7) Repair and Restoration, (8) Research Development, Test and Evaluation (RDT&E) Projects, (9) Safety, Human Engineering and Quality Assurance (QA), (10) Mission Critical Computer Resources and (11) Test Bed Maintenance and Operation. The contract type is anticipated to be Cost-Plus-Fixed-Fee Term, with an estimated total level of effort of 643,200 man-hours over a period of five years. The period of performance consists of a base period beginning 1 August 2002 and ending 31 July 2003, with four option periods which if exercised by the Government will extend the period of performance of the resultant contract through 31 July 2007. This action is a follow-on to contract N00421-97-C-1491, and the incumbent contractor is BAE Systems Applied Technologies, Inc., 1601 Research Blvd, Rockville, MD 20850-3173. This procurement action will be processed on an unrestricted basis under full and open competition. Basis for award of the resultant contract will be the best value to the Government, cost and non-cost factors considered. All potential offerors must either have or be able to obtain a SECRET facility clearance. It is the Government?s intention to release the Request for Proposal (RFP) N00421-02-R-3015, including any subsequent amendments via the Internet in Microsoft Word format, with some attachments perhaps to be provided in Microsoft Excel and PDF format. The anticipated release date of the RFP is 1 April 2002. The RFP will reside on the NAVAIR Home Page located on the World Wide Web (WWW). The WWW server may be accessed using client browsers such as NETCSCAPE, and Microsoft Internet Explorer. The WWW address, or URL for the NAVAIR Home Page is as follows: http://www.navair.navy.mil/business/ecommerce. The RFP will be located under the Business Opportunity heading. In addition to making the solicitation available for downloading via the Internet site, this office will also E-mail a notification of release of the solicitation and any subsequent amendments to all prospective offerors that submit a request to register for this information via E-mail.
