- THIS REQUIREMENT IS BEING ISSUED BY UNITED STATES DEPARTMENT OF THE INTERIOR, MINERALS MANAGEMENT SERVICE (MMS). The MMS requires a multivariate statistical analysis to estimate the relative importance of various available measures, or indices, of the effects of oil-and-gas-related development and relevant environmental variables on measures of bowhead whale distribution and density. Specific multivariate hypotheses shall be defined and tested to determine statistical significance of the relationships of key variables. This study shall be conducted in two (2) phases. In Phase I, an appropriate statistical model for use in analyzing data from a single year (1986, or a year in the early 1990s) shall be developed. If the analysis and study products of Phase I provide information useful for Agency decision-making, Phase II shall expand the analysis to incorporate data from other years in the 1980s and 1990s. THIS REQUIREMENT IS RESTRICTED TO LGL LTD, ENVIRONMENTAL RESEARCH ASSOCIATES, of KING CITY ONTARIO, the only known qualified source, pursuant to negotiation authority 10 U.S.C. 2304(c)(1). See Notes 22 and 26. The required delivery schedule is September 2004.
