- NA The Detroit District intends to enter a sole source purchase order with the Great Lakes Commission for Phase II of the study under Section 455(a) of the John Glenn Basin Program. The purpose of the study is to evaluate the ability of the Corps of Engineers 's programs and authorities to address Great Lakes water resources needs, and provide policy and legislative analysis to Corps HQ and Congress on enhancing their utilization and performance.
