Description
The National Oceanic and Atmospheric Administration (NOAA) intends to solicit and negotiate on a sole source basis with Space Imaging, Inc. for the acquisition of Landsat Thematic Mapper (TM) and Enhanced Thematic Mapper (ETM)-derived land cover and land cover change image data for the entire land portion of the state of Michigan (approximately 65,800 square miles), including a buffer area extending three miles beyond the Michigan state boundary. The statutory authority for less than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Due to similar work under a current contract with the State of Michigan, Space Imaging is the only known source with the requisite expertise and available data necessary to accomplish the requirements according to the government specifications. The period of performance will be 5/1/02 through 4/30/03. Interested persons must identify their interest and capability to respond to the requirement within 15 days of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of the ability to provide the required services. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about March 20, 2002. Fax requests to (757) 441-3786. Telephone requests will not be accepted. No contract award will be made on the basis of proposals received in response to this notice since this synopsis cannot be considered a Request for Proposal. All responses from responsible sources will be considered. See Note 22.
