- The Delaware River Basin Commission is requesting qualifications for consulting services to perform a job analysis and an analysis of the compensation program of the Commission. The study will determine external competitiveness with the private sector, local public sector and in comparison with peer public agencies. The study will also include an analysis of the Commission's pay range structure, job evaluation and classification method, as well as recommendation for a competitive compensation plan that will make improvements, if needed, for recruitment and retention, internal and external equity, career succession, cost control and administrative efficiency. Considerations will be based on the firm's capabilities and qualifications of those personnel who complete the described project. Such qualifications must be relevant to the proposed study and include but not be limited to: experience in performing job analysis, descriptions and specifications for the public sector; experience in the design of base pay, fringe benefits, incentive and performance management programs for the public and private sector; academic and professional credentials of personnel to be assigned to the project, including project manager; academic and professional credentials of sub-contractor personnel to be assigned to the project; proximity to the Commission Headquarters in West Trenton, New Jersey; availability to begin the engagement if selected. The Commission reserves the right to limit the number of qualified firms, and only firms that are selected in this qualification process will receive a proposal package.
