Description
INTRODUCTION: The Division of Science Resources Statistics (SRS) of the National Science Foundation (NSF) conducts periodic Random Digit Dialing (RDD) telephone surveys of the American population to measure knowledge of and attitudes toward science and technology. NSF is exploring the possibility of collecting similar data in the future, using Internet-based surveys administered via web-enabled panels, and plans to do methodological research comparing telephone and Internet data. NSF is seeking suitable telephone surveys which represent the population of the United States, and that can generate data comparable to (1) those we plan to draw from an Internet-based panel, and (2) those we have previously collected in telephone surveys of the American population. We are interested in obtaining access to one or more scientific telephone surveys that (a) use random digit dialing (RDD) methodology, (b) draw a probability sample of the population of the United States, (c) ensure a minimum of 1000 completed interviews, (d) are primarily devoted to collecting data on public attitudes toward and/or knowledge about science, technology, specific topics in science and technology, and/or public or government policy issues, and (e) gather data about respondents' demographic characteristics (including, but not limited to, age, sex/gender, level of education, race/ethnicity). NSF will supply questions about public attitudes toward and/or knowledge about science, technology, and/or specific topics in science and technology. The Contractor, with NSF approval, may adapt the questions to fit into the survey. DATA PROCESSING, TABULATION, AND FILE PREPARATION REQUIREMENTS: (1) Electronic version and a hard copy of a cleaned, edited, computerized, and documented micro-level data file, with documented flags for missing values, and with final weighting variables that can be used in developing national estimates. The data file shall contain unweighted and weighted values for each item, weighting variables, flags for various types of missing data, and standard error estimates and any other appropriate measures of data quality; (2) The data file should be readable by a major statistical package (e.g., SAS, SPSS), suitable for NSF staff use in data analysis, with complete documentation for the file, and the contractor will conduct training for three NSF staff in the file's retrieval and use; (3) As part of the data file from the survey, NSF will require both responses to the survey questions that NSF funded and responses to selected background/demographic questions. BASIC METHODOLOGICAL AND STATISTICAL INFORMATION REQUIREMENTS: (1) Description of the survey design: (a) Target population and sample frames, including sizes and breakdown by demographic characteristics; (b) Sample design, including sample sizes and design coefficient of variation for key items; (c) Sample selection methodology; (d) Data collection techniques; (e) Weighting and estimation techniques; (2) Description of what is known about each possible source of error and its impact on estimates: (a) Sampling, including estimates of (b) Coverage (c) Unit nonresponse (d) Major item nonreponse; (e) Measurement; (3) Description of processes, procedures and techniques used in study: (a) Detailed data on response rates and how rates were calculated; (b) Summary of refusals and break-offs by demographic characteristics; (c) Editing and cleaning procedures; (d) Tabulations.
