Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) to replace a slip ring unit and cooling jacket assembly specifically designed and manufactured by Litton Poly-Scientific for use in a unique experimental test article. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) pursuant to FAR Part 13. NASA/MSFC intends to purchase the items from Litton Poly-Scientific, Blacksburg Operation, 1213 North Main Street, Blacksburg, VA 24060/800-336-2112. Little Poly-Scientiific has manufactured and provided slip ring and cooling jacket assembly of identical design for previous effort. Comparable devices are available through a variety of manufacturers although the unique requirements of 100+ data channels and high-speed operation reduce the available pool of suppliers. All devices except that manufactured by Litton Poly-Scientific required modifications or addiitonal components to interface with existing hardware. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local March 12, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
