Description
This acquisition is for non-personal services to provide all personnel, equipment, tools, materials, supervision, licenses, certifications and other items necessary to perform the Base Fuels and Supply Management for Kirtland AFB, NM The services to be provided are described in detail in the Draft Statement of Work which is posted on FedBizOps (http://www.fedbizops.gov). The period of performance will contain a two-month transition period (if required) from 1August to 30 September 2002, a one-year basic period with four one-year option periods. The anticipated contract type is Firm fixed Price. The Government intends to issue a single solicitation and make a single award to one offeror. This acquisition is being offered under full and open competition. However, a 20% 8(a) subcontracting goal has been mandated. All responsible sources may submit a proposal, which shall be considered by the Air Force. The Government intends to issue the solicitation on or about 25 March 2002. The solicitation will be posted on FedBizOps. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Mr. Gene DeWall at (505) 846-4979. A pre-proposal conference/site visit is scheduled for 8 and 9 April 2002. Additional information regarding the pre-proposal conference/site visit will be posted on FedBizOps as it becomes available. All potential offerors are requested to provide the name and organization of personnel expected to attend. No more than 3 personnel are allowed per organization.
