Description
In accordance with the Federal Aviation Administration Acquisition Management System (FAAAMS) paragraph 3.2.1.3.12, the purpose of this announcement is to inform industry that the FAA intends to contract, on a sole source basis, in an amount between $10,000 and $100,000. If, in response to this announcement, a competitive field can be established, a Request for Quotation will be issued to all interested parties. <P> The Federal Aviation Administration, William J. Hughes Technical Center, has a requirement for software engineering services to provide upgrades for the Radio Frequency Interference Monitoring System (RFIMS), which involves the use of specially equipped vans to perform measurement tasks. The RFIMS uses basic LABVIEW software. The LABVIEW software was adapted through the use of a specially written program, known as the Measurement Control System (MCS), in 1998. The MCS software now requires specific upgrades based on the suggestions of the FAA end-users. <P> Offerors are expected to have expert knowledge in the use of LABVIEW software. They shall also preferably have some familiarity with the specific RFIMS application. Minimally, they must be able to demonstrate the technical capability to adapt the LABVIEW software for specific applications such as the RFIMS. <P> 72 Manhours are estimated for the completion of this requirement. Offerors will be required to travel to the William J. Hughes Technical Center, Atlantic City International Airport, NJ 08405 in order to have access to the vans. Any qualified company interested in quoting on this work effort may submit a written request via facsimile. The request must state the RFQ number #0200364 and the title, RFIMS Project. It shall also contain the company point of contact, telephone number, fax number, and e-mail address. Since the RFQ will be issued electronically, it is essential that the e-mail address be included. Requests should be forwarded to the Contracting Specialist, Brenda Wendling at the following fax number (609) 485-4088. <P> If a competitive RFQ is issued, award will be made on a Lowest Price, Technically Acceptable basis. <P>
