Description
CSAT/SAMHSA will award a one year contract with four option years.The Center for Substance Abuse Treatment is seeking proposals to enter into a contract to develop, implement, and operate a National Treatment Outcomes Monitoring System (NTOMS) in support of departmental and agency goals and the National Drug Control Strategy (NDCS). NTOMS will provide data to track drug abuse treatment access and effectiveness as part of the National Drug Control Strategy Performance Measures of Effectiveness (PME) System. As the lead Federal agency for the improving the treatment of substance-related disorders, CSAT is seeking to establish a outcomes monitoring system that will further enhance its ability to carry out its statutory responsibilities to evaluate treatment programs to determine the quality and appropriateness of various forms of treatment (42 USC 290bb: Sections 507(b)(13) and (14), Title V of the Public Health Services Act) and to provide data for the Office of National Drug Control Policy. NTOMS is conceptualized as a national surveillance system that will provide periodic reporting on access to and effectiveness of treatment for substance use disorders using a nationally representative sample of patients receiving treatment for psychoactive substance abuse and dependence in specialist treatment programs, regardless of funding source. Outcomes monitoring involves assessment of participants functioning before, during, and following a specific intervention, without evaluation of the relative effectiveness of the particular intervention under consideration. NTOMS will build on the methodology already established through the Drug Evaluation Network System (DENS) and the Random Access Monitoring of Narcotic Addicts@ (RAMONA). These systems were developed through ONDCP Counterdrug Technology Assessment Center (CTAC) contracts and the components of these systems are in the public domain. This contract will continue the process of conceptualizing and implementing NTOMS and RAMONA, adding to the instrumentation and software currently developed, and moving to full operation of the new surveillance system. NTOMS will collect data on an ongoing basis from a nationally representative sample of substance use disorder treatment providers in order to provide policy makers, the public, and treatment providers with a continuous source of information on treatment effectiveness. NTOMS will provide the means for policy makers at all levels of government (Federal, State, and Local) and in the private sector to assess substance use disorder treatment outcomes on a national level. NTOMS will provide a scientifically sound means for measuring progress in the treatment of one of the most significant chronic disease problems facing this country. A DRAFT Statement of Work and DRAFT Quality Assurance Surveillance Program will be available by email request to Mringo@samhsa.gov. The items are made available to obtain industry comments and industry standards, if applicable. The estimated date for issuance of this RFP is March 20, 2002 with proposal responses due May 20, 2002.
