- This is a synopsis for Commercial Services/Supplies prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this synopsis. The North American Industrial Classification Code 541990 and its size standard of $5.0 million apply to this announcement. THIS IS A SMALL BUSINESS SET ASIDE PROCUREMENT. It is the intent of the National Library of Medicine (NLM) to procure design and layout services for the Editor of Public Health Reports, the journal of the US Public Health Service. Public Health Reports, is published six times per year. It requires timely and quality conversion of scientific text and graphics into fully formatted materials, with specifications, for publication purposes. Public Health Reports is a peer-reviewed scientific journal intended for a broad audience of public health professionals (public health department staff members, primary care clinicians, health educators, academics and researchers, managers, and epidemiologists). Its goal is to create the most readable and therefore widely read public health journal. Both the content and the design must walk the fine line between scientific integrity and accessibility by a broad audience. Specific tasks to be performed include: (1) receive copy electronically or on disc with accompanying hard copy; (2) format tables into PHR style, data provided on disk; (3) create charts and graphs in accordance to style, graphs and data points provided on hard copy; (4) run full-size laser galley proofs for review by authors; (5) proofread all galley proofs and make all edits and changes as marked on galley proofs by editors of Public Health Reports; (6) to find and procure subject-related stock photography; (7) subsequent to finalizing galleys, prepare and proofread first-pages according to pre-set rules and guidelines, and send to PHR editors for final inspection and approval; (8) crop, size, and scan in all photographs and illustrations for high-resolution placement in electronic files; (9) work with PHR editors in selecting cover photographs; (10) design and layout entire journal, incorporating photographs and illustrations, tables, boxes, sidebars, as necessary; (11) maintain current design style and tone, making suggestions for improvement as necessary; (12) develop table of contents; (13) proofread final text and tables; (14) send second-pages to PHR editors; (15) send final to publishers. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. The following provisions apply to this announcement: 52.212-1, Instructions to Offerors - Commercial; 52.212-2, Evaluation - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-3, Offeror Representations and Certifications - Commercial Items. Request for Quotations (RFQ) NLM 02-087/SAN will be available on or about March 15, 2002.
