Description
The National Institute of Mental Health (NIMH) proposes to issue a Request for Proposals (RFP) No. NIMH-02-SS-0003 entitled "NIMH Information Center" under a 100% Small Business Set Aside using North American Industry Classification System 561210. NIMH seeks the support of a Contractor to provide the necessary services, information technology, facilities, and qualified personnel to screen and respond appropriately to inquiries addressed directly to the NIMH, or inquiries about mental health and mental illnesses that are referred to the NIMH from other Federal and non-Federal offices for reply. The contractor, with consultation and assistance from IRIB, will ensure that vitally needed and appropriate information on the diagnosis, prevention, treatment, and underlying causes of mental disorders is disseminated in a cost-effective manner, to members of the public and to the mental health and health care professionals responsible for their care. The volume of inquiries reaching the NIMH, approximately 100,000+ per year and the number of NIMH publications distributed reflect the American public's growing interest in mental health and mental illnesses. A performance based, cost reimbursement plus award fee, three (3) year base contract with two (2), one (1) year options is contemplated. Plans are to award a contract by September 30, 2002. RFP No. NIMH-02-SS-0003 is scheduled for electronic release on or about March 20, 2002 and the receipt date of proposals on or about May 3, 2002. The RFP may be accessed through http://www.fedbizopps.gov or the NIMH home page by using the following instructions: access the home page at http://www.nimh.gov, first select Funding Opportunities, then Contracts, then NIMH Requests for Proposals. It is the offeror's responsibility to monitor the above internet sites for the release of this solicitation and amendments, if any. Please note that the RFP for this requirement will include the Statement of Work, Deliverables, Performance Based Standards and Measures, Reporting Requirements, Technical Evaluation Criteria, and proposal preparation instructions. All information required for the submission of an offeror will be contained in the electronic RFP package. Following proposal submission and the initial review process, offerors comprising the competitive range will be requested to provide additional documentation to the Contracting Officer. All responsible sources are encouraged to submit a proposal that will be considered by the NIMH. This advertisement does not commit the Government to award a contract.
