Description
SOLICITATION NOTICE for Local Telephone Exchange Services for the Kansas City Metropolitan Area -- Solicitation #6TSA-02-JAG-0087 -- GSA intends to award Multiple Indefinite Delivery, Indefinite Quantity (IDIQ), Firm-Fixed-Priced non-mandatory contracts for local telephone exchange services in GSA Region 6, within the boundaries of the Kansas City Standard Metropolitan Statistical Area (SMSA) calling area. Awards will be made to Local Telephone Exchange vendors (facilities based or Resellers) who are certified to offer local telephone exchange service in the Kansas City SMSA. These contracts shall be utilized by Federal Government agencies within the Kansas City calling area for the non-mandatory acquisition of local switched and dedicated exchange services. All services, equipment, features, maintenance, and installation shall be at least comparable to that provided to the vendor?s commercial customers in the Kansas City SMSA. The Government intends to provide service to any areas where locality based pricing is in the best economic interests of the Government. This solicitation is for commercial item services and is prepared in accordance with the format in Federal Acquisition Regulations (FAR), Part 12. -- If you have contractual questions concerning the contents of this solicitation please email your questions to KC-RFP@gsa.gov, or FAX questions to Jackie Gentry, Contracting Officer at 816-823-1607, please make sure to include your name, phone number, and solicitation number along with your questions. Blackwell at 816-926-5307 or email to jim.blackwell@gsa.gov.--Closing date and time: All proposals are due not later than 3:00 p.m., CST., April 8, 2004 -- Vendors should propose all their local service offerings. The minimum guaranteed contract amount per contract is $100; the maximum ordering limitation per contract is $10,000,000. -- Term of contract: GSA intends to award these contracts with a base period of two (2) years from date of award, with an option for three (3) one year extensions. The option period will be based on performance measures, Government need, Kansas City SMSA areas covered by the contract, pricing, and good record of performance under the base contract period. These contracts shall be utilized by Federal Government agencies within the Kansas City Metropolitan Area for the non-mandatory acquisition of local switched and dedicated (intra-lata) services. These local switched services will be used to provide telecommunications service between specific Federal Government sites, between Federal Government and commercial sites, and/or between a Federal Government site and an inter-exchange (IXC) point of presence (POP). All services, equipment, features, maintenance, and installation shall be at least comparable to what the CLECs, LECS or resellers provide their commercial customers in the Kansas City Metropolitan Area. The Government intends to provide service to any areas where locality based pricing is in the best economic interests of the Government. GSA wants to provide maximum choices for switched access and dedicated services to Federal Government agencies, based on locality-specific pricing. A vendor is not required to propose the same options in all locations. -- Pre-proposal meeting: There will be a pre-proposal meeting to answer vendor questions concerning the requirements of this solicitation. All vendors who wish to submit a proposal are strongly encouraged to attend this meeting. Details concerning the meeting are as follows: Meeting place-1500 E. Bannister Rd., Kansas City, Mo. 64131, Meeting room-BOD 4.5 FTS Network Services Conference Room, Meeting date-March 7, 2002, Meeting time-10:00 a.m. to 12:00 p.m. CST, Vendors can call Jim L. The solicitation will be posted at the GSA website on the World Wide Web at (R6.gsa.gov/fts/currentframe.html) or on the Electronic Posting System on the World Wide Web at (fedbizopps.gov), along with applicable commercial item clauses and required forms. Vendors shall read, understand, and comply with the contents of this solicitation. -- Proposals shall be submitted to: GSA, Office of Business and Support Services (6ADB), 1500 E.
