Description
The Marine Corps Systems Command intends to negotiate a sole source commercial item contract with Heckler and Koch, USA, Sterling, Virginia for 12 each 4.6 Millimeter (mm) Personal Defense Weapons, Part Number 20450. These weapons will be experimented with and tested by the Marine Corps Warfighting Laboratory (MCWL), Quantico, Virginia. This item is the only weapon that will satisfy MCWL experimentation requirements. MCWL requires a lightweight, sub-machine automatic pistol that has a magazine capacity of at least 40 rounds, not exceed 24 inches in length or seven pounds in weight. The weapon must have a maximum effective range of a least 200 meters and the ammunition must be able to penetrate titanium/Kevlar armor. No Request for Proposal is available for competitive bidding; however interested parties may submit a statement of capability for satisfying this requirement within 15 days of this announcement to the contact person listed above. The announcement is not a request for competitive proposals; however all proposals received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22.
