- NA Provide the administrative support, required developmental procedures, elementary and secondary remedial level courses, testing and instructional services in order to deliver soldier development programs providing academic instruction in job-related skills . Programs include Basic Skills Education Program (BSEP), High School Completion Program (HSCP); English as a Second Language (ESL); Professional Development Education Program (PDEP). Support unit training and individual distributed training, leader devel opment, and self-development through training and multimedia services; support for prescribed courses, instruction, monitoring, academic resource support, and tutorial services for computers. Delivery of these services may be required at Madigan Army Medi cal Center, Fort Lewis; Yakima Training Center, Yakima, Washington; Vancouver Barracks, Vancouver, Washington; Camp Murray, Tacoma, Washington; Portland Recruiting Battalion, Portland, Oregon; and/or other satellite facilities. Offerors must be accredited institutions of postsecondary education recognized by Commission on Recognition of Postsecondary Accreditation (COPRA) and the U.S. Department of Education. This is a firm fixed-price, requirement type contract with performance award term incentives. Th is procurement will consist of a Base Period, 1 October 2002 through 30 September 2003, with three one year options and three performance award term periods of one year each. The proposed procurement listed here is being considered for 100 percent set-a-s ide for small business (SB) concerns. Interested SB concerns should, as early as possible, but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above, evidence of capability to perform. IF ADEQUATE INTEREST IS NOT RECEIVED FROM SB CONCERNS, THE SOLICITATION WILL BE ISSUED AS UNRESTRICTED WITHOUT FURTHER NOTICE. Therefore, replies to this notice are requested from all business concerns as well as from SB concerns. Concern means any busines s entity organized for profit with a place of business located in the United States, including but not limited to: an individual, partnership, corporation, joint venture, association, or cooperative. The size standard for any concern, including its affili ates with an average annual sales or receipts for its preceding three fiscal years shall not be in excess of $5 million.
