Description
NA The U.S. Army Communication Electronics Command (CECOM), Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division intends to initiate a non-competitive acquisition with the Applied Research Associates, Inc., of South Royalton, VT for t he purpose of providing advanced sensor for detecting buried landmines and mine clearing capabilities. The proposed action is for a new Cost Plus Fixed Fee (CPFF) type contract for the evaluation of the Force Protection Demining (FPD) system. This system consists of a small tractor, which is robotically controlled (based on existing Air Force ARTS platform ), and uses such sensors as advanced Timed Neutron Detection (TND), electromagnetic induction and Ground Penetrating Radar (GPR) for landmine detection. Neutralization of mines will be demonstrated by a novel air ablation system, which exposes the target and the use of proven Propellant Torch System (PTS) or high power laswer system for non-detonative neutralization. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and no Othe Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to d emonstrate they can successfully deliver the above or similar system for testing and demonstration may submit a quote that shall be considered by the agency. Offerors must possess technical expertise and/or experience building advanced generation TND land mine detector, Propellant Torch System (PST) non-detonative neutralizer, advanced robotic control and data fusion. Responses should be no longer than five (5) pages. The resultant contract will be CPFF. Responses are to be received via email within 45 c alander days of this notice.
