- The government intends to acquire the requirement set forth below through the source selection procedures described in FAR 15.3. Engineering support of electrical, avionics, mechanical, and aeronautics, on the C-130 and C-141 aircraft to augment the engineering expertise already residing in the C-130 and C-141 Product Directorates (PDs). The program is designated as Aircraft System Engineering Support (ASES.) In accordance with FAR 16.504, the government will endeavor to award multiple contracts for the same or similar engineering support to at least three, but no more than four, sources from the one solicitation unless the government determines, after evaluation of offers, that less than three offerors are capable of providing service at the level of quality required. The contract will consist of a three year basic contract period and one option period consisting of two years. The contemplated contracts will be Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. Against these IDIQ contracts, the government shall issue task orders to satisfy its requirements. Except under certain conditions such as urgency or economy, all task orders will be issued in accordance with a clause substantially the same as AFFARS Clause 5352.216-9001, "Awarding Orders Under Multiple Award Contracts" with Alternate II. The support being sought consists of, but is not limited to, the following: systems engineering for modification programs, independent studies and analyses, engineering for special modification programs, engineering support for test programs, engineering support for the production of C?130 aircraft, software support for existing programs. Contractors will be required to provide labor, expertise, management, material, and transportation to support the individual orders. Selected contractors will be required to employ qualified engineering and support personnel to perform various tasks issued under the contracts. Examples of the categories of personnel that may be required include the following: Program managers, system engineers, experts, or specialists. In the interest of early industry involvement, a DRAFT request for proposal will be issued on or about 27 Feb 02. Information on this program, including INDUSTRY DAY will be available at http://pkec.robins.af.mil/ASES/ASES.htm. Paper copies of solicitation will not be mailed. All responsible sources solicited may submit a proposal, which shall be considered. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. All potential offerors should contact the buyer/PCO identified above for additional information and/or to communicate concerns, if any concerning this acquisition. If the contacting officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Please be prepared to identify previous contacts made by you in an attempt to resolve your concerns. the extent of foreign participation has not yet been determined. MOU country sources must contact the Contracting Officer within 15 calendar days of the date of this synopsis notice to receive a copy of the solicitation at the time it is initially issued. Issuance of the RFP will not be delayed to review requests from MOU country sources received after 15 days or from non-MOU country sources. Nothing in this notice contradicts other restrictions, identified in the synopsis notice or solicitation, regarding eligible sources (e.g., if this is a small-business set-aside, foreign sources may not participate as potential prime contractors but could, if otherwise eligible, participate as subcontractors).
