Description
This is a Pre-Solicitation notice for a full and open competition. The Office of Safety R&D of the Federal Highway Administration (FHWA) is awarding up to four cooperative agreements to establish new CENTERS OF EXCELLENCE IN FINITE ELEMENT CRASH ANALYSIS. All potential applicants that have an on-going program of research involving the nonlinear finite element code, LS-DYNA, and use this software for dynamic structural analysis and/or motor vehicle crash modeling are of interest to FHWA. Currently established Centers of Excellence should not apply. Each cooperative agreement is for a maximum of $100,000 of Government funding each spread over a period of three years. Each successful applicant must co-fund each agreement with a minimum of $25,000 in matching funding; however, matching funding in the amount of $100,000 or more is preferred. The Government anticipates issuing a solicitation on or about 15 Mar 02 by posting it on the website, www.fedbiz opps.gov. No written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. The proposal due date will be 30 days after the solicitation is posted. The estimated award date is 7 Jun 02. Since this solicitation will only be available electronically, it will the responsibility of interested parties to monitor the FedBizOpps website for both the solicitation and any solicitation amendments that may be issued.
