Description

NIH intends to negotiate and award, on a sole source basis, a contract to provide labor and materials for Condition Facility Assessment of NIH and NIHAC buildings to Vanderweil Facility Advisors, Inc., 266 Summer Street, Boston, MA 02210. This action is being taken under the authority of: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. The contractor shall provide condition assessment for all major mechanical, electrical and structural system in each of NIH and NIHAC buildings. The service also includes a provision of a web-based analysis, planning and management software that is capable of housing all the assessment data, performing cost estimate for construction and repair of building deficiencies, forecast the buildings and building systems renewal capital requirements. Only one responsible source and no other supplies or services will satisfy agency requirements. The contract shall be for one (1) base year with two (2) additional option years. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 45 days after publication of this synopsis. Respondents will not be notified of the evaluation results. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
