Description
The National Severe Storms Laboratory (NSSL), National Oceanic and Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with Texas A&M Research Foundation, 3578 TAMU, College Station, TX 77843-3578 to acquire a pedestal and mechanical modifications and fabrication of electronic control systems. The following actions are required to rebuild the fire-destroyed SR-2 (second SMART-R truck and system). 1. Acquire parts and materials needed to modify the previously purchased pedestal to meet specifications for the system. This pedestal has to be a SCR-584 pedestal with an 8 inch high base ring. The pedestal is approximately 3.5 feet in diameter. It must be able to rotate and control an 8 foot diameter antenna and feedhorn. It must be able to interface a digital antenna control system and weigh less than 3000 pounds to able mobility. It must integrate into our existing WSR-74C transmitter and waveguide system. 2. Machine parts as required to complete the pedestal for SMART radar specifications. 3. Install pedestal components on the SMART-R truck. 4. Test pedestal's mechanical system after installation. 5. Fabricate electronic control system by installing wiring for control of radar azimuth and direction. 6. Construct radar control system for driving the pedestals. 7. Test and tune all radar control systems and electronic components. 8. Install onboard computer control systems and navigation systems. All work is estimated to be completed by January 1, 2003. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100,000). FAR Clauses in full text are at http://www.ARNET.gov/far/ . This synopsis is issued for information only. No competitive solicitation is planned. No award will be made on the basis of requests in response to this notice. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
