- USDA, ARS, SAA intends to solicit and negotiate with only one source, Zellweger Uster, to upgrade one 900U HVI system by providing the hardware and proprietary software upgrades to comply with USDA standards of color accuracy for detecting light spotted cottons. This equipment upgrade will include a colormeter that must measure the Rd &+b for cotton reflectance and yellowness in the same manner that current HVI colormeters perform these measurements. It must measure and classify cotton color based on color distribution and use imaging algorithms to analyze the color distribution and to determine the presence, characteristics and number of spots in cotton. This colormeter will incorporate the use of Zellweger Uster?s proprietary software with necessary upgrades and current filter technology for Rd&+b measurements as well as a digital color camera with a custom frame grabber and custom imaging algorithms for measurements of spotted cotton. No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 15 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Zellweger Uster without further notice. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is March 21, 2002.
