Description
The Missile Defense Agency (MDA) is seeking potential sources for services in support of the automated information systems support functions required for MDA Headquarters for operation and maintenance of its information technology infrastructure and environment. MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. Interested small business GSA schedule holders deemed most qualified to compete for the work will be sent a Request for Quotation package within the next three weeks with proposals due two weeks later. The automated information systems support required includes: (1) Network Operations (2) Helpdesk Support (3) Systems Engineering (4) Desktop Support (5) Application Support (6) Move/Relocation Support (7) New Technology Insertion. The resultant order will consist of a firm fixed price support services contract line item and a time and material surge support line item for in-scope performance requirements above the level of effort authorized under the contract at its steady state. The term of the order with options is anticipated to be at least 5 years. All positions will be on site at MDA Headquarters in Arlington, VA and require a Secret clearance. GSA schedule contractors who qualify under the North American Industrial Classification System (NAICS) 541519 (Other Computer Related Services) as small business firms are invited to submit to the contracting office as early as possible, but not later than February 6, 2002, evidence of their capability to perform. Interested firms shall use the matrix located at http://www.acq.osd.mil/bmdo/barbb/downloads/matrix.doc to specifically identify and answer the following: A. Specific Related Past/Current Experience as a Prime Contractor 1. Provide the following information for each contract/task order/delivery order for comparable IT support work provided within the past 3 years to include Support Management Operations, Network Operations, Helpdesk Support, System Engineering, Data Management, and the ability to provide surge support: (a) Name or Organization/Company from which provided this support to (please indicate if is was a DoD or OSD organization) (b) Brief summary of the organization?s mission (c) Number of people in the organization for whom provided this support (d) Check each of the applicable objectives on which you provided direct support on (same as above ---- Support Management Operations, Network Operations, Helpdesk Support, System Engineering, Data Management) (e) If checked yes for Network Operations, please provide network availability (ex. Up 98% of the time) (f) Number of staff on each contract (g) Contract number if applicable (h) POC for the contract with phone number (i) Type of contract and value (j) For each contract/task order/etc, please provide list of specific network management tools employed but not limited to, operating systems, helpdesk tools, database management systems (DBMS), configuration management tools, mass/enterprise storage systems, and network security tools. 2. Other relevant qualification information up to a total of 3 pages including the required matrix form. B. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule and segregate the information on the form and narrative to identify the experience and qualifications by firm.
