Description
NASA/GSFC plans to issue a Request for Quotation (RFQ) for the purchase of a fill valve and a vent valve for the XRS instrument. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items on a sole source basis from Mission Research Corporation, Santa Barbara, CA, under the authority of FAR 6.302-1, 10 U.S.C. 2304(c)(1), Only One Responsible Source. The fill and vent valves are part of the plumbing system on the XRS instrument that was lost due to launch vehicle failure. The XRS is being rebuilt to print to be flown on ASTRO-E2. In order to duplicate the performance and geometry parameters of the XRS instrument, it is necessary to purchase the valves from the original vendor. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications with respect to being able to provide such items in order to perform the effort, in writing to the identified point of contact on or before 4:30 p.m. local time on Friday, March 1, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
