Description

NA This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being reques ted and a written solicitation WILL NOT be issued. This solicitation DAHA14 02 R 4005 is to rent 6 each two bedroom Apartment Units and 6 each 1 bedroom Apartment units to house members of the Kansas Air National Guard in Topeka, Kansas. THE APARTMENTS M UST BE LOCATED WITHIN THE CITY LIMITS OF TOPEKA KS. The length of the rental is expected to be 6 months beginning on March 1, 2002 through 31 August 2002. The apartments MUST be furnished to include in apartment washer/dryers (no public utility rooms acc epted). The rental MUST include all utilities to include electric, water, gas, cable TV, and local telephone (no long distance). All Apartment units MUST be included within the same Apartment Complex. Any lease terms will include a provision that the le ase can be broken with a 15 day written notice from the government. No security deposit will be required. Offers will be evaluated as to the best value to the government, price and other factors considered. The apartment units will be evaluated on loca tion, all Apartment units within the same complex, condition of apartments and all furnishings within the apartments, whether the apartments furnish all the utilities required at no additional cost to the government, and whether the rental agreement can b e broken with a 15 day written agreement. Award will be made based on the best value to the Government. All technical evaluation factors other than cost and price, when combined, are approximately equal to price. The provision at FAR 52.212-3, Offeror R epresentations and Certifications (Oct 1995) applies to this acquisition. A completed-signed copy of this provision shall be submitted with any proposal. The clause at FAR 52.212-4, Contract Terms and Conditions (Apr 1998). The clause at FAR 52.212-5, C ontract terms and conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jun 1998) applies to this acquisition. Under paragraph b, the following clauses are incorporated: 52.203-6, Restrictions on Subcontractor Sales to the Gover nment, with Alternate I, 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 252.222-37, Employment Reports on Disabled Veterans; 52.225-3, Buy American Act-Supplies. The clause 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (Aug 1996) applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes to Defense A cquisition of Commerical Items (Nov 1995), is applicable to this acquisition.
