Description
REVISED TO A 100% SET ASIDE FOR SMALL BUSINESS CONCERNS. NO CHANGE IN THE DEADLINE. (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is being requested and a written solicitation will not be issued. (ii) This combined synopsis/solicitation is issued as a Request for Proposal (RFP #0028231). A firm-fixed-price purchase order will be issued as a result of this combined synopsis/solicitation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through the FEDERAL ACQUISITION CIRCULAR 2001-03. (iv) This solicitation is restricted to a 100% set-aside for small business concerns. North American Industry Classification System is 611420 and the small business size standard is $5 million dollars. (v) The RFP is for the following CONTRACT LINE ITEM NUMBER (CLIN): CLIN 0001: Training entitled - Planning & Controlling Information Technology (IT) Projects or like title which includes the following minimal subject matter: Project Management Overview, Project Environment, Project Planning, Project Progress Monitoring, Control and Administration for a period of 3 days. CLIN 0002: Training entitled - IT Projects Risk Management or like title which includes the following minimal subject matter: Risk Management Overview, Identification and Analysis of Project Risks, Developing Risk Strategies, and Risk Control for a period of 2 days. CLIN 0003: Training entitled - IT Projects Quality Management or like title which includes the following minimal subject matter: Project Life Cycle, Elements of Project Quality, Quality Planning, Assurance and Control, and Techniques for Problem Solving for a period of 2 days. CLIN 0004: Training entitled - IT Projects Procurement & Contract Management or like title which includes the following minimal subject matter: Procurement Cycle, Contract Types, Contract Negotiations, Legal Aspects of Contracting for a period of 2 days. CLIN 0005: Training entitled - IT Projects Communications Management or like title which includes the following minimal subject matter: Communication Principles and Communications in Project Management for a period of 2 days. Each training class is to be held for up to 20 students and should be conducted in the above chronological order during the remainder of the 2002 calendar year (or 1 class approximately every 2 months). This training is to be conducted on-site at the FBI, CJIS Division located at 1000 Custer Hollow Road, Clarksburg, WV 26330. (vii) Delivery shall begin within 60 days of receipt of a delivery order. (viii) FAR 52.212-1, Instructions to Offerors -- Commercial Items is incorporated by reference and applies to this acquisition. ADDENDUM FAR 52.212-1 Para. (B) Submission of offers: Offerors are requested to provide all inclusive - instructor fees, materials, travel and travel related expenses (all Federal Travel Regulations apply) - pricing based on quantity discounts, if available; i.e., Qty 1-10, 10-15, 15-20 and submit a dated offer by 2:00pm Eastern Standard Time on March 1, 2002 to the Federal Bureau of Investigation, Information Technology Contracts Unit, Attn: Linda S. Patterson, Module B-3, 1000 Custer Hollow Road, Clarksburg, WV 26306 or facsimile at 304-625-5391 or lpatters@leo.gov. Electronic submissions are acceptable. (ix) FAR 52.212-2, Evaluation -- Commercial Items is incorporated by reference and applies to this acquisition. ADDENDUM FAR 52.212-2 Para. (A) The following factors, in descending order of importance, shall be used to evaluate offers: technical capability, price, and past performance. For past performance evaluation, offeror's shall provide names, addresses, and telephone numbers of three customers, Government and/or commercial, that have utilized the offerors services for the same or similar item during the past two years. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items with offer. Offerors shall ensure that all Representations and Certifications are executed and returned as required in this synopsis / solicitation. (xi) FAR 52.212-4, Contract Terms and Conditions--Commercial Items, is incorporated by reference and applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (AUG 2000), applies to this acquisition. ADDENDUM FAR 52.212-5(c) apply and the following additional FAR clauses cited in this clause are incorporated by reference: : (xiii) FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26 Equal Employment Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.232-34, Payment by Electronic Funds Transfer -- Other than Central Contractor Registration; 52.222-41 Service Contract Act of 1964 as amended: and 52.222-42 Statement of Equivalent Rates for Federal Hires.
