Description
This requirement shall be procured in accordance with FAR Part 13, "Simplified Acquisitions Procedures" and pursuant to the authority of FAR 6.302-1, "Only one responsible source." The name of the responsible source the Government intends to contract with is Eileen E. Alicea. Companies must submit a capability statement to Donald.Moses@noaa.gov no later than March 7, 2002, 3:00 local time to be considered for this effort. Any statements received after the due date and time will not receive consideration. Any questions should be directed to the point of contact identified in this synopsis. Statement of Work The Contractor shall provide technical assistance to the Director of the Staff Office for International Affairs, National Ocean Service (NOS). The period of performance shall be from March 8, 2002 to March 7, 2003. The tasks are related to the implementation of the NOS international coral grants program under the NOAA Coral Reef Conservation Grant Program in Fiscal Year 2002, and to the provision of technical assistance to and coordination of NOS international marine protected area collaboration, in particular, in the Americas. Task # 1: Assist Staff Office for International Affairs in the implementation of the NOS coral international grant program of the NOAA Coral Reef Conservation Program, as provided for in the Coral Reef Conservation Act. Activities/products - Coordinate peer and NOS review of incoming international proposals - Support administration of the IPO international coral grant program Deliverables: - Successfully concluded grant review process - Establishment of a monitoring program for approved NOS international coral grant program under the NOAA Coral Reef Conservation Grant Program 2002 Task #2: Assist Staff Office for International Affairs in the implementation of its strategic collaboration with the World Commission on Protected Areas-Marine and the development of regional expertise and agendas to build a globally representative system of marine protected areas, in particular, in the Caribbean and Americas. Fluent oral and written communication in Spanish and English is required. Activities/products: - Identify new membership and leadership in this region for MPA experts - Further develop a regional MPA strategy for the region, working with the WCPA-Marine Vice Chair, and other WCPA vice-chairs in the region - Provide support to the implementation of the regional dialogue to create a Caribbean regional action plan on no-take reserves Deliverables: - Completed list of new membership in the region - Proposals for funding of projects in the Caribbean and South America - Regional Action Plan for No-Take Reserves in the Caribbean TRAVEL REQUIREMENTS Some of the activities will require planning and participating in meetings inside and outside the Washington DC area. Extensive communications via phone, fax, and electronic mail will be required to coordinate and develop activities indicated above. The Contractor will be required to make its travel arrangements and also pay for its travel costs in accordance with Federal Travel Regulations. No U.S. Government invitational travel orders will be issued to the Contractor. OVERSIGHT AND ACCEPTANCE: The Contractor's products will be developed under the oversight of the Director of the NOS Staff Office for International Programs and the Director's team leader for primary tasks as appropriate. Due to the need for regular contact, the Contractor will be physically stationed at the specified NOS Government facility and utilize Government Furnished Equipment five days a week. The drafts and final products of each task will be reviewed and approved by the Government.
