Description
This announcement is for SCREENING INFORMATION REQUEST (SIR)/REQUEST FOR OFFER (RFO) DTFA01-02-R-0202109. The Department of Transportation (DOT), Federal Aviation Administration (FAA) is seeking and accepting proposals for new ground?based Air/Ground Ultrahigh Frequency (UHF) Radio receivers and transmitters. These radios will replace aging equipment in the en route environment of the National Airspace System (NAS). The contract will cover a base period of five years, followed by five one-year options. <P> All interested parties are advised that the FAA will NOT pay for any information or any costs incurred that are associated with any response received from industry in response to this SIR/RFO announcement. Therefore, any costs associated with SIR/RFO submissions will be solely at the interested party?s expense. <P> Background: <P> These new radios will be operated with the same 25 kilohertz, double sideband, amplitude modulated waveform as the existing equipment, but use later technology components and are intended to have some additional capabilities, such as remote monitoring and a high power transmitter that will eliminate the need for separate linear power amplifiers necessary for some applications. The package includes a request for a ten-year warranty and a list of data requirements , as well as technical and logistics support options. <P> As a result of comments received from potential offerors in response to the November 21, 2001 Request for Information (RFI) and other sources, the UHF Radio Product Description (FAA-P-2956) has been modified significantly. In general, the mandatory requirements (shalls) have been reduced or relaxed and a number of desired features (shoulds) have been added, particularly in the area of remote monitoring and co-site parameters. A copy of the received comments and the corresponding resolutions is attached (1221finl.xls). <P> Instructions for Industry <P> Interested parties are encouraged to review all attachments. Only written comments submitted in provided formats will be considered. All submissions/responses will be properly secured and protected by the FAA. All proprietary information must be so marked. Please be advised that all submissions become government property. All submissions must be in writing and in English. <P> Part of the source selection process will be an Operational Capabilities Test (OCT) conducted at the William J. Hughes Technical Center (WJHTC) to evaluate each offeror?s candidate equipment. Consequently, Section L, Instructions to Offerors, limits the Technical Equipment Proposal to those requirements that will not be addressed by the OCT. <P> In addition to the written proposal, offerors are requested to submit a self-evaluation of their equipment?s capability to meet all requirements of the Purchase Description. (See Section L.8.2.2). Offerors assume the full responsibility for ensuring that ?Submissions for OCT? is received No Later Than 3:00 P.M. Eastern Daylight Time on July 1, 2002. <P> The ?Submission for OCT? shall be mailed, hand-carried, delivered by courier, or overnight delivery to the CO representative at the William J.
