Description
The purpose of this notice is to identify potential sources for the following requirement. The United States Department of Housing and Urban Development (HUD) is required, in accordance with HUD regulations, to annually assess each Public Housing Authority's (PHA) performance under the Section 8 Management Assessment Program (SEMAP) and to assign annual SEMAP scores and performance ratings. When a PHA has been assigned an overall rating of troubled, HUD Field Offices must conduct an on-site review of the PHA's Housing Choice Voucher Program management in order to assess the magnitude and seriousness of the PHA's noncompliance with HUD regulations and/or SEMAP performance requirements. In the near future, HUD may require contractor services to conduct independent assessments of PHA Housing Choice Voucher programs. The scope of the assessments shall include the deficiencies cited in the most recent SEMAP Scoring Report as well as specific deficiencies noted in Field conducted Management Reviews, Confirmatory Reviews, Independent Auditor Reports and/or OIG Audit Reports that impact Section 8 program operations, activities and administration, and/or; Assist the SEMAP troubled PHA in the development of a SEMAP Corrective Action Plan pursuant to 24 CFR, Part 985.107, and/or; Assist the SEMAP troubled PHA to implement appropriate on-site technical and corrective action to resolve the SEMAP and other related program related deficiencies. The nature of deficiencies may include but not be limited to an inability to properly manage, administer or determine applicant/tenant waiting list information, tenant income and eligibility, rent reasonability, HQS inspections and HQS enforcement. Other deficiencies may include an inability to manage or coordinate program finances and accounting, project based and special needs assistance, family self-sufficiency programs, customer services and program marketing. It is anticipated that contractor services would be required to provide assistance to PHA's that are designated SEMAP troubled. Interested firms, that wish to be identified as potential sources, should provide a brief (one page) description of their capabilities or experience, that demonstrates relevance to the requirements stated above. Please include any geographic limitations that may apply to your firm. In the near future, HUD anticipates conducting a procurement action for these services and at that time will require a more detailed submission of capabilities experience, resumes, etc. The Department of Housing and Urban Develop desires to maximize the participation of small businesses with this future procurement.
