- The Internal Revenue Service (IRS) intends to negotiate on a sole source basis under the authority of FAR 6.302-1, for the continuation of software licensing, maintenance and support of existing SAS proprietary software residing on mainframe computers at the IRS Detroit and Martinsburg Computing Centers with SAS Institute, Inc. of Cary, N.C. This is a combined CBD synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Proposal (RFP) number is TIRNO-01-R-SAS02. SAS, Institute, Inc. software products are currently used by the IRS to support development of both large scale and small-scale applications for Statistics of Income (SOI), research, capacity studies and planning groups. The maximum contract period of performance, including all options, shall be five years. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government?s requirement (2) price, and past performance. All responsible sources who can provide code compatible software ?or equal? shall submit written responses which shall include (1) price(s), FOB Destination; (2) a description of the software offered in sufficient technical detail to show compatibility and permit a technical evaluation; (3) POC (name and telephone number); (4) GSA Contract Number if applicable; (5) delivery date; (6) business size; and, (7) payment terms.
