Description
The General Services Administration is requesting proposals from electric generation suppliers to provide electric power to various Federal facilities in the states of Massachusetts and New Hampshire. Due to the developing market in New Hampshire, there are no New Hampshire accounts included in the solicitation at this time. The successful offeror will supply electricity for a contract term of twenty-four (24) months beginning with the first billing cycle that begins on or after March 8, 2002 or as soon as possible after award for each account. The approximate annual electric requirement is 200,000,000 kWh per year. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes both the presolicitation notice and the issuance of the solicitation. The Government intends to award a contract to the lowest priced offer that meets the solicitation's minimum technical requirements. Offerors will submit their evidence of technical qualification as well as the Representations and Certifications on February 27, 2002 at 2:00 p.m. EST per the instructions in the solicitation. Price proposals will be due on March 4, 2002 at 2:00 p.m. EST in accordance with the solicitation. Offerors will be required to hold prices good for 24 hours. This procurement is being conducted on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program. The contract?s electric requirements are posted with the solicitation on an Excel spreadsheet. The entire solicitation package will be posted at www.eps.gov.
