Description
Notice of intent to issue a contract to the Consortium of Universities of the Washington Metropolitan Area of Washington, DC to provide technical assistance through cooperation with colleges and universities that are local to the Washington, D.C. area. The proposed contract will have a one year performance period and four option years. This requirement is in support of the Defense Manpower Data Center, the central repository of DoD human resource information, both current and historic. The technical assistance will take the following forms: (a) provide appropriately trained graduate students for studies and analysis; (b) provide faculty to supervise these graduate students and to perform advanced studies and analysis; (c) match faculty expertise to designated research needs; (d) provide research space (to include, when applicable, laboratory space) for the conduct of research r equired by the OUSD(P&R) program; and (e) provide a pool of subjects for research studies where this is deemed necessary and mutually agreeable. This requirement complies with the Congressional and Executive directives to government laboratories to enter into close working relationships with universities, e.g. P.L. 97-86 (FY82 DoD Authorization Act) as codified at 10 USC 2360 and implemented in DFARS Subpart 237.73. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals All capability proposals received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determinatio n by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The RFP number is assigned for administration purposes only and no solicitation document exists. If no responses which meet the Government?s requirements are received within 15 calendar days after publication of this synopsis, a contract will be placed without further notice.
