Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number RFP N00244-02-R-0024 applies. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04 and DFARS Change Notice 20020129. The NAICS code is 541511 and the business size standard is $18.0 dollars. The government intends to acquire on a sole source basis from Simulex, Inc. West Lafayette, IN (formerly SEAS LLC), due to exclusive license rights the technology which developed the agent-based simulation engine. The agency?s objective is to obtain a refined version of the USAREC Strategic Planning War Game and develop an Operational Decision Support System (ODSS) which can access the USAREC data warehouse as well as the simulation. Additionally, the following tasks will be required: Task 1: program, refine and calibrate the agents from the 2001 simulation to implement Delayed Entry Program (DEP) Management, the Leads process, and Company level activity; Task 2: refine the user interface to provide meaningful DEP and Leads metrics; Task 3: identify the displays which the Commanding General, USAREC uses to track recruiting mission progress on a day-to-day basis; Task 4: identify the data warehouse schema and generate the appropriate queries to populate the display in Task 3; Task 5: identify additional data sources, if any, necessary to generate the display in Task 3; Task 6: build the supporting simulation software to implem ent the 2002 version of the USAREC Strategic Planning War Game. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies as well as the following addendum clauses: FAR 52.211-5, Material Requirements. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders - Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. 52.222-41, DFARS 252.212-7001, Contract T erms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; and addendum provisions DFARS for Certain Domestic Commodities.
