Description
THIS IS A SOURCES SOUGHT. The U.S. Coast Guard is conducting market research to determine the existence and interest of possible sources to provide medium intensity light emitting diode (LED) based buoy lanterns for marine aids-to navigation. The lanterns shall meet either of the commercial standards listed below: (1) European Standard EN 61000-4-2, Electromagnetic Compatibility, Electrostatic Discharge Immunity Test, Level 1, March 1995, and European Standard EN 61000-4-5, Electromagnetic Compatibility (EMC), Surge Immunity Test, Level 1, March 1995 (to order see: www.cenelec.org); or (2) Radio Technical Commission for Aeronautics (RTCA), DO-160D Environmental Conditions and Test Procedures for Airborne Equipment, Test Level Category V, 29 July 1997. (Application for copies should be addressed to Radio Technical Commission for Aeronautics, 1140 Connecticut Ave., NW, Suite 1020, Washington, DC 20036.) Interested parties should request additional pertinent specifications for the medium intensity LED buoy lanterns from the point of contact listed herein. Requests for the pertinent specifications must be received by COB 23 February 2002. Interested companies are encouraged to respond to this announcement as soon as possible with a "NOTICE OF INTEREST" and then follow up with a "COMPLETE RESPONSE" information. In the complete response, companies should provide a summary of their capabilities and their expected ability to meet the requirements above. Responses should include: a) name and address of the contractor and where the medium intensity LED lanterns would be built; (b) point of contact including name, title, phone and e-mail address; (c) description of the lanterns currently offered by the contractor that currently meet, or with minor modifications, might meet the above listed requirements (d) size of the contractor, average annual revenue for the past three years and the number of employees; (e) whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone Small business, veteran owned small business, or service disabled veteran owned small business in terms of the NAICS code for this sources sought. The NAICS code related to this acquisition is 334413. Submissions should be sent via mail, fax or e-mail to the address above. Companies are encouraged to make submissions via fax or e-mail due to current limitations on the postal system. E-mail submissions may include files in Microsoft Word format or Adobe Acrobat (*.pdf) format. Drawings may be submitted electronically in AutoCAD *.dxf or *.dwg format. Notices of intent to respond should be submitted no later than 24 February 2002. Complete Responses must be received not later than 26 February 2002. PLEASE NOTE THAT THIS NOTICE IS FOR INFORMATIONAL PURPOSES TO IDENTIFY POTENTIAL SOURCES AND OTHER MARKET INFORMATION. This notice does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. Any cost information provided shall not be construed as an offer or a quote. Respondents deemed fully qualified will be considered in any resulting future solicitation. All submitted materials will be designated for Government Use Only. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests.
