Description

The Bureau of the Census intends to negotiate and award a sole source purchase order, utilizing simplified acquisition procedures (under FAR 13.5) to the National Institute of Statistical Sciences, PO Box 14006, Research Triangle Park, NC 27709 for the development of computational methods for obtaining seasonal adjustments of monthly economic time series with seasonal variation, trading day effects, holiday effects and potentially also outlier effects with the use of unobserved component time series models having non-Gaussian exponential family distributions for some components. The main goal is to determine whether such non-Gaussian models deal with outlier effects in a more effective and sable way than Gaussian models with outlier regressors determined by t-statistics exceeding a fixed critical value, a method in current use at the Bureau of the Census. Because estimation of unobserved components of seasonal state space models involves the calculation of conditional expectations from multivariate distributions of dimension fourteen or higher, in the non-Gaussian case, high dimensional integrals must be approximated using advanced Bayesian statistical methods, e.g. using importance sampling and antithetic variables; therefore knowledge of and experience with similar methods and with Kalman filtering and smoothing methods is a requirement for the position.
