Description
NASA/ARC plans to issue a Request for Quotation (RFQ) for a Maskless Array Synthesizer "MAS" developmental array system and oligonucleotide arrays to be used in the Bio-Nanotechnology Laboratory at NASA Ames Research Center. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase a synthesizer system and oligonucleotide arrays from NimbleGen Systems, Inc.,1 Science Ct., Madison, WI 53711, under the authority of FAR 13.106-1(b)(1) based on the fact that the NimbleGen System has unique features that meet the requirements of the Center for Nanotechnology. NimbleGen Maskless Array Synthesizer (MAS) system is comprised of the required instrumentation and software to produce oligonucleotide arrays with the following features: 1) Individual feature size - 16 microns square. 2) Total features per array - yields up to 195,000 features/array. 3) System features include all hardware and software required to successfully synthesize a high density oligonucleotide array under the conditions of lamp circuit - 220 VAC @ 50-60Hz @2200VA and electronics circuit - 120VAC @60Hz @1295VA with Instrument Footprint containing MAS, Expedite, Computer and Power Supplies of 127cm x 125cm. The software shall be Window-based instrument control software for 2X prototype for the array design and instrument control. The Slide requirements are Silanized 1" x 3" glass microscope slides and the Synthesis Time per Array is less than 3 hours per array based on a 24mer (bases) feature. The Laboratory requirements are: 1) Room temperature shall be 22 degree C+ or -2 degree C to maintain instrument focus. 2) Maximum change per hour is 1 degree C. 3) Relative humidity has a Maximum 50%. 4) Ventilation - 150CFM exhaust fan. 5) Minimum recommended floor space - 300cm x 180 cm. The Spec. of the oligonucleotide array is up to 195,000 different sequences per array as specified by NASA with a maximum of three design formats. Each array will be manufactured on a 1" x 3" glass slide suitable for scanning with typical and commercially available array scanners. The arrays and synthesizer system should be delivered 90 days from the receipt of both an executed Purchase Order. The MAS system shall have a 90-day warranty on parts and labor, excluding consumables, chemistry and replacement lamps. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on February 28, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
