Description
The General Services Administration is seeking to contract with individuals and/or companies for onsite construction management (CM) services for a major renovation/ modernization and Department of Justice, Immigration and Naturalization Service (INS) relocation at the 536 South Clark Federal Building in Chicago, IL. Firm-fixed price contract(s) may be issued for a base term of one-year with four one-year renewal options for a total of five years. One or more contracts may be awarded. Services may include but are not limited to: tenant liaison responsibilities, coordination of general construction activity, constructability review, monitoring contractors progress including progress scheduling, design reviews, preparing and reviewing cost estimates, administration of payments, controlling schedules, keeping records, reporting on progress, resolving problems, and performing administrative services. Contracts may require full site investigation, surveys, completion of construction drawings and construction administration services during project construction phase. Offerors which meet the requirements described in this announcement and desiring consideration are invited to respond by submitting a completed, current and signed Standard Form 254 and 255 (Architect/Engineer and Related Services Questionnaire and Specific Projects, respectively). Qualified candidates may be selected as the project need arises. This list of offerors will be kept on file through 9/30/06. This solicitation may result in multiple contract awards. Contract award fees will vary based upon specific scope of services. The maximum contract award amount is $100,000 for each contract. Selection criteria will be based on the minimum qualification factors for each category as follows: Design Coordinator: - Responsible for administering the A/E contract, as the Contracting Officer's Representative (COR), coordination of all design activities, and monitoring A/E's work. 10+ years experience required with BA-BS degree in Architecture. Must be computer literate in AutoCAD, spreadsheet & scheduling system methods. Experience in coordinating bid documents, reviewing, critiquing and correcting bid documents, drawings and specifications. Knowledge of similar government projects and governmental paperwork and procedures desired. Construction Inspector: Responsible for coordination of general construction activity; monitor contractor?s work as to budget, quality and schedule; assist in negotiating change orders; direct activities of architects, engineers & contractors; select materials & contractors; and problem solve due to job conditions and document deficiencies. 10+ years experience necessary with BA-BS degree or equivalent practical experience desired. Must be computer literate in spreadsheet & scheduling system methods. Seeking all disciplines. Knowledge of similar government projects and governmental paperwork and procedures desired. Internal Cost Estimator: 5+ years experience required with BS degree in engineering or construction desired. Must have estimating/scheduling & bid package proposal skills. Ability to do general quantity takeoffs on all trades, communicate with suppliers, produce independent estimates are necessary. Assist in negotiating change orders & maintaining computerized log of their status. Construction Administrative Assistant: Support owner's staff in construction administration roles. Experience with change order reviews, cost estimating, paperwork management and cost accounting. Strong verbal, written, and computer skills are essential. Architectural/Construction offices background a must. Contract amount will be based on experience and skill level. Contractor is responsible for furnishing insurance required under the contract. This is a small business set-aside. The NAICS Code is 541990. The criterion for a small business concern in this category is a concern with average annual receipts for the preceding 3 years not exceeding $5.0 million. Preference will be given to individuals located within a 50-mile radius of Chicago. Award of the contract(s) is contingent upon funding approval.
