Description
The Bureau of Alcohol, Tobacco and Firearms (ATF) intends to negotiate under authority of FAR 6.302-1, sole source procurement with NABCO, Inc., Pittsburgh PA for the purchase of the following: (1) one NABCO Model 64 TCV (Total Containment Vessel) and matching trailer. The TVC must be capable of with standing repeated fragmentation and overpressure with in the vessel from detonation of up to 5 pounds of C-4 explosive. Also the CTV must have the capability of containing all gasses generated during an internal detonation that will allow for the safe handing and treatment of an explosive devices used to conduct training. The vessel must have the following physical characteristics: weight 9200 pounds, manufactured from a military spec steel called HY80 steel, welded for repetitive use, inside diameter 64 inches, door opening of 32 inches, overall length of 68 inches, height 75 inches with a trailer to transport the TVC. The physical characteristics of the trailer are: 98 inches total width of the trailer, 3 1/6 inch aluminum deck plate fender (2), 4 inches x 6 inches x 1/2 inch aluminum tubing from the tongue of the trailer to the body (2) 3/16 inch aluminum deck plate between the tongue of the trailer and the body, 50 1/2 inches from the pintle hook ring to the body of the trailer, 98 inches from the front of the trailer to the back, 70 inches across the back, Surge brake axles 8000 pounds capacity each. The contractor will deliver the vessel to a location specified by ATF. The contractor will provide ATF personnel all necessary training to ensure proper functioning of the vessel. See notes 1 and 22. Market research has shown that this is the only source capable of providing this product. No telephone inquires.
