Description
The Space and Naval Warfare Systems Command (SPAWAR) requests information from companies interested in bidding on a follow-on contract for the Navy Standard Integrated Personnel System (NSIPS) program. NSIPS is a Personnel and Pay system for Department of Navy (DoN) Active Duty and Reserve service members worldwide and provides personnel and pay support throughout the life cycle of a Service member's career. NSIPS provides support during peacetime and war, through mobilization and demobilization, deployment and redeployment. This follow-on effort will transition the NSIPS Client Server Database to a centralized database, web-enable it, and add an Electronic Service Record (ESR) capability. NSIPS will continue to accommodate changes to both policy requirements and processes within the Navy personnel and pay functional arena for the life of the system. The centralization, web-enablement, ESR and future enhancement efforts will be accomplished within the Navy Task Force Web (TFW) framework and must be developed in accordance with Navy-Marine Corps Intranet development guidelines. The security architecture must be implemented using Department of Defense DoD Public Key Infrastructure (PKI) technology. NSIPS is based on the People Soft Release 8 version software and Oracle Release 8. Currently it is expected that Acquisition Information System (AIS) Category I and II personnel will be US citizens. Such positions will be identified in future releases of information. This will be a full and open competition between all interested parties. The Government intends to award a Cost Plus Fixed Fee contract for a base year with 4 option years. The estimated value over 5 yrs is approximately $60M.
