- SYNOPSIS FOR SOLICITATION N00600-02-R-0931 The Fleet & Industrial Supply Center (FISC) Norfolk, Detachment Washington intends to procure contractor support for a family literacy program. This program assists sailors on extended deployments with family reading initiatives. This requirement is for the Navy Personnel Command in Millington, TN. The contract will be awarded under the authority of FAR 6.203, limiting competition to small business concerns. The proposed contract type will be Firm-Fixed-Price with the period of performance beginning on the date of the award. The contract will consist of a base period of approximately 7 months and (3) one-year option periods. The contractor will provide: program overview briefs, shipboard training seminars, training materials to include program manuals, support manuals and instructional videos on VHS and CD-ROM, and long term program support as directed in the Statement of Work. This contract will be awarded using simplified acquisition procedures under the authority of Far 13.5, the Test Program for Certain Commercial Items.
