Description
NA This is synopsis for the purchase of a Large Force Electrodynamic Vibration Test System. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional infor mation included in this notice. This solicitation constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) as a 100% small business setaside. The large force electrodynamic vibration test system will be used for conducting shock and vibration testing of civilian and military materiel. One vibration test system shall be delivered in accordance with the requirements of PD 02N1001. The vibration test system shall consist of the following components as a minimum: One Electrodynamic Vibration Exciter, One air-cooled Exciter Power Amplifier, One Exciter Field Coil Power Supply, One Exciter Heat Exchanger System, One Slip ta ble system, A Vibration system base, Interconnecting Cables and Hoses, An Armature position control system and a Remote armature position indicator. Three complete sets of manuals for the large force electrodynamic vibration test system are required. The manuals should contain as a minimum the following information: system installation, system operation, system maintenance, parts lists, and drawings. The contractor shall provide personnel to oversee the installation and integration of the large force elec trodynamic vibration test system. The contractor shall specify electrical breaker requirements for a Standard Square D breaker box for the large force electrodynamic vibration test system. The contractor shall conduct the initial power up when installati on is complete. The contractor shall provide training on the operation of the large force electrodynamic vibration test system. The training shall include as a minimum: System power up and power down, vertical and horizontal exciter positioning, head ex pander installation and operation, coupling and decoupling of exciter body to exciter base, exciter to slip table coupling, slip table operation, APS operation, EBPS operation, heat exchanger system operation, FCPS operation, and PA operation. A detailed purchase description for this requirement will be posted on the White Sands Missile Range web-site along with the proposal evaluation plan. Required delivery is 120 days after award, FOB Destination, White Sands Missile Range, NM (300K Test Facility, Building 19468). The procurement action will be funded over a two-year time perio d (FY 2002 and FY2003), therefore, the government requires that the major stand-alone components be delivered during the first phase (i.e., power amplifier, field power supply and heat exchanger, etc.) with the remainder of the components to be delivered d uring the second phase. The resultant award will include a CLIN breakdown of the components into two phases. Offerors shall submit separate pricing for each component. The major components to be purchased in Phase I shall consist of 1) Air-cooled Exciter Power Amplifier, one each, 2) Exciter Field Coil Power Supply, one each, 3) Exciter Heat Exchanger system, one each. The components for Phase II shall consist of 1) Electrodynamic Vibration Exciter, one each, 2) Slip Table System, one each, 3) Vibration Base System, one each, 4) Interconnecting cables and hoses, one each, 5) Armature position Control System, and 6) Remote Armature Position Indicators. Offerors shall submit separate pricing for manuals, training, installation oversight and initial power up . The NAICS Code and the small business size standard for this procurement are 334516 and 500 employees.
