- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is F19617-02-R-0001 is issued as a Request for Quotation. The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. This solicitation is not a set-aside, it is unrestricted. A firm is a small business for the purpose of this requirement if it?s size standard is $6million. The associated NAIC code is 485510, Standard Industrial Classification code 4140. This is line item 0001 for one (1) lump sum quote for each trip. Introduction: Westover Air Reserve Base, Chicopee, MA 01022 has a requirement for Transportation Services. The contractor shall furnish all necessary labor, materials, equipment, and personnel to provide ground transportation services for authorized personnel assigned to Westover Air Reserve Base. Transportation services for Government personnel and baggage from one military installation to another military installation. Point of origin/destination for transportation services: Westover Air Reserve Base, Chicopee, MA 01022 AND/OR Dover Air Force Base, Delaware. Contractor shall transport authorized Government personnel and baggage from Westover Air Reserve Base, Chicopee, MA to Dover AFB, Delaware, and/or transport from Dover AFB, Delaware to Westover Air Reserve Base. Contractor shall pick-up personnel within 8 hours of call from authorized Government location and provide non-stop transportation to destination. There may be instances of a round trip (i.e., Westover ARB to Dover AFB and back to Westover ARB). In the event of a round trip the Government will notify the contractor as soon as possible. This is a direct route, non-stop. Contractor shall provide sufficient qualified personnel to accomplish round trip without stopovers. Transportation method must be capable of transporting 8-16 Government personnel and baggage comfortably. Each personnel will have approximately 4-5 pieces of luggage. Transportation must have lavatory facilities. Contractor will abide by all State and Federal Regulations pertaining to this service. This service will be ordered on an ?As Needed Basis?. Period of Performance 1 March 2002 thru 30 September 2002. Provisions at 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition with no addenda in addition to the provisions of 52.212-2, Evaluation -- Commercial items. The evaluation criteria for paragraph (a) of this provision is Price. The contractor must submit a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications?Commercial items with its offer. The clause at 52.212-4 applies to this acquisition with no addenda. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items applies to this acquisition, the following FAR clauses cited in this clause are applicable to this acquisition, 52.222-41, Service Contract Act of 1965, the contract resulting from this solicitation is subject to the Service Contract Act and corresponding Department of Labor Wage Determination.
